The Land Use, Construction & Housing Council advocates for policies and programs that create sustainable, economically robust communities through smart growth planning, public-private partnerships and investment in congestion relief solutions.
This also includes a special focus on building more workforce housing, reforming the city’s planning and permitting process, strengthening our public transportation system and addressing L.A. County’s homelessness crisis.
Looking Ahead to the November Ballot

With primary elections behind us, it is time to take a deeper dive into initiatives on the November ballot that would have a major impact on the work that we engage on to increase housing supply and affordability and reduce homelessness. Join us for updates and discussion on the following:
Costa-Hawkins repeal: With the Chamber taking an "oppose" position on this initiative to repeal the state rent control law, a representative from Californians for Responsible Housing will share information on the opposition campaign and how the business community can help.
Prop 13 portability: This initiative, put on the ballot by the California Realtors Association, would allow homeowners older than 55 to transfer their property tax base to a new home anywhere in the state. This will be the Council's first opportunity to learn about this initiative and fiscal impacts.
Senate Bill 1206 (de León): If approved by the state legislature, this bill will place an initiative on the ballot to approve the No Place Like Home program. No Place Like Home, which the Chamber supported, was passed by the legislature in 2016 to allocate $2 million of Mental Health Services Act funds to construct permanent supportive housing for homeless individuals with a mental illness. The funds have thus far been held up in court.
We'll also recap the ACCESS Sacramento trip and plan for the second half of 2018.

This council meets on the fourth Wednesdays of the month. Meetings will be held at the L.A. Area Chamber.
