TRADE COMMISSIONERS HIGHLIGHT:

Pacific Alliance

By: Ricardo Romero, Director, Trade Commissioner of Peru in Los Angeles

Bringing together four of Latin America's most market-oriented economies, the Pacific Alliance (PA), proposed in 2011 by Peruvian President Alan Garcia, has become a dominant force in Latin America. It has attracted regional attention, with Costa Rica and Panama poised to join Peru, Colombia, Chile and Mexico as its newest members, as well as worldwide recognition, counting with 30 observer states from around the world.

With an estimated population of 216 million, a combined GDP that would make it the 8th largest economy in the world, and an average annual growth rate of close to 5 percent, its appeal is great and lies in the fact that it is more an economic alliance than a regional one, with members sharing key economic fundamentals, further strengthened by the number of individual free-trade agreements held by each.

Its achievements make this alliance unique. Since 2011 it has been successful in the integration of the stock markets of Chile, Peru and Colombia (with Mexico's incorporation to be completed this year), and among members, a reduction of 92 percent of tariffs and visa-free travel.

This alliance offers great opportunities for the Los Angeles entrepreneur. For example, in 2013, out of the U.S.'s total exports to Peru, only 3 percent originated in the L.A. area while Houston accounted for the most, at 28 percent. Since joining the PA and thanks to its own FTAs, Peru's consumer base has grown, making it an ideal destination for an increase of U.S. exports, offering one of many opportunities to explore within the Pacific Alliance. As the world has done, it is important to acknowledge the strength and potential of this alliance just south of us, and to take full advantage of what this economic force has to offer.
