OVERHEARD

"I want to thank the Chamber for its hard work on transforming the California Community College system. Because of the Chamber's efforts, the Chancellor has released a new scorecard, allowing the public to track student outcomes, making it the most transparent education system in the State."

— State Sen. Carol Liu at the Education & Workforce Development Council on Friday.

"Trade has been growing at twice the rate of the world's GDP ... for the U.S., we need to become exporters again."

— Elizabeth Stephenson, McKinsey & Company, Inc., at the Global Initiatives Council on Wednesday.

CHAMBER TESTIFIES IN SUPPORT OF PERMANENT SUPPORTIVE HOUSING

On Tuesday, the L.A. City Council approved a one-time allocation of $18 million to provide 136 units of permanent supportive housing in Los Angeles. The Chamber spoke in support of this opportunity to invest in housing units that are critical to moving forward our work on Home For Good, an initiative of the Chamber and the United Way of Greater Los Angeles. Home For Good has helped house more than 7,500 formerly chronically homeless and veteran individuals into permanent supportive housing over the last two years. Contact Tina Hossain, 213.580.7531. Exclusive waste franchise
On Wednesday, the City of L.A.'s joint Energy & Environment and Ad-Hoc Waste & Recycling Committee held its last hearing on the implementation of the exclusive wastehaul franchise system approved by the L.A. City Council last year. The Chamber opposed the plan. Business community concerns include the lack of information on a fee structure and the lack of customer service enforcement. The full Council will consider it next week, with the committee giving a directive to staff to continue working on issues affecting hospitals and studios. Contact Jessica Duboff, 213.580.7558.

Clean Up, Green Up
On Wednesday, the L.A. City Council’s Planning and Land Use Management Committee approved a two-year implementation workplan for “Clean Up, Green Up.” This program for Boyle Heights, Pacoima and Wilmington creates new overlay zones with increased performance standards. The Chamber testified that the program should be a pilot only and not impose new fees on businesses. Contact Frank Lopez, 213.580.7531.

L.A. River Ecosystem Restoration Study
President Barack Obama included $400,000 in his FY 2014 budget to complete an L.A. River Ecosystem Restoration Study conducted by the U.S. Army Corps of Engineers. The Chamber advocated for this funding during its ACCESS Washington, D.C. trip last month. The completion of the study will allow the City to move forward with a 10-mile restoration of the L.A. River from Griffith Park to downtown L.A. Contact Frank Lopez, 213.580.7531.

L.A. Jobs PAC hosts reception for L.A. mayoral candidate Wendy Greuel
On Wednesday, the L.A. Jobs Political Action Committee (PAC), sponsored by the Chamber, hosted a reception for L.A. City Controller Wendy Greuel. Greuel met with business leaders, outlining her ideas for bolstering the City's near- and long-term fiscal health. She offered specific areas where the City can save tax dollars and bring in new revenues. Contact Ruben Gonzalez, 213.580.7568.

L.A. City Councilmember Englander discusses fixing L.A.'s streets
Today, L.A. City Councilmember Mitchell Englander discussed options to pay for the repair of streets in Los Angeles at the Government & Fiscal Affairs Council. "If we don't fix these problems, it will double in price later and will be passed on to our children and grandchildren,” Englander said. The council will form a small working group to suggest different methods of finance for infrastructure repair. Contact Ruben Gonzalez, 213.580.7568.
