Governor Newsom and Secretary Buttigieg Announce $5 Billion in Loans to Fix California’s Congested Ports

As members of Congress continue negotiations on the bipartisan infrastructure bill, Governor Newsom and Department of Transportation Secretary Pete Buttigieg announced a $5 billion loan program this week to help modernize California’s seaports. Calling it an “innovative partnership with California,” Secretary Buttigieg described this announcement as a means to help California modernize its infrastructure, “confront climate change, speed the movement of goods, and grow our economy.” Governor Newsom’s announcement can be found here.

In an Executive Order last week, the Governor also ordered state agencies to develop long-term proposals that would support the movement of goods and support operations at the Ports of Long Beach and Los Angeles. The ongoing congestion at the ports not only affects the Los Angeles region, it affects California and the U.S. economy with 40% of all American cargo entering through those ports.

A joint hearing of the State Assembly and Senate select committee on ports and goods movement is scheduled for Wednesday, November 3, at 9:30 a.m. to discuss the issue. The hearing can be heard live here.

The Chamber Convenes Panel on Historic Infrastructure Bill

The next session of the Transportation and Goods Movement Council will be held on November 2, 2021 from 10:00 - 11:30 a.m. and will focus on the infrastructure bill being deliberated in Congress, with Congressman Alan Lowenthal (D-CA), senior representatives from Senate and Congressional offices, METRO, and the Port of Los Angeles discussing the pending legislation in Congress. San Pedro Bay Ports Announce New Measure to Clear Cargo 

In an effort to improve cargo movement amid congestion and record volume, the ports of Long Beach and Los Angeles will begin assessing a surcharge to ocean carriers for import containers that dwell on marine terminals. Read the press release here.

The David Nazarian College of Business and Economics has been providing small business consulting for over 40 years. They've served more than 300 small businesses with great success, often resulting in significant increases in revenue and job growth for the region.

Mayor Garcetti Announces Comeback Checks

The $25 million City of Los Angeles "Comeback Checks" program is launching October 26, 2021. Funding will be distributed over several rounds, with the application period for Round 1 ending Tuesday November 2, 2021.

The program is providing $5,000 grants to 5,000 small businesses and restaurants impacted by COVID-19 including other vulnerable industries needing assistance in their economic recovery efforts. Find more information on how you can apply here.

SBA Offers Disaster Assistance to California Small Businesses


The Small Business Administration has issued a disaster declaration due to the pipeline oil spill that occurred on October 2, 2021. The disaster declaration makes Economic Injury Disaster Loans of up to $2 million available in Los Angeles, Orange, Riverside, San Bernardino, and San Diego counties.
