Ensuring That Every Angeleno Has a Place to Call Home

The Chamber has been at the forefront of combating our region’s severe housing shortage and homelessness crisis for the last 10 years. Through our partnership with the United Way of Greater Los Angeles, the Chamber has dedicated much of our efforts toward the Home for Good initiative for many years.
Also, we have been a strong advocate for Measure H and Proposition HHH dollars to be spent effectively and timely. The Chamber believes, to truly be effective in addressing an issue of this magnitude, you must understand it and its complexities. The Chamber is now more than ever committed to ensuring that every Angeleno has a place to call home.
I want to commend the Los Angeles City Council and Mayor Eric Garcetti for moving to open an additional 500-plus new emergency shelter beds to help our homeless neighbors have a warm and safe place to sleep this winter. The expansion will boost the efforts of the City and County of Los Angeles' 2019-2020 Winter Shelter Program, which has opened early in response to recent storms. During this holiday season, I can't help but think of the work that needs to be done and the fight that must continue to create A Thriving Region for All.
Policy in Action
The Chamber:
- Continued to push our policy priorities, as we advocated for numerous housing projects at all levels in the City of Los Angeles.
- Supported these housing bills in the California Legislature:
- AB 1197 (Santiago) - Exempt from the California Environmental Quality Act any Los Angeles shelter or homeless housing project that gets funding from several state and local sources, including Prop HHH funds.
- SB 330 (Skinner) - Block local municipalities from downzoning or imposing new prohibitions on housing construction.
- AB 1483 (Grayson) - Improve data collection on housing.
- SB 13 (Wieckowski) - Prohibit or significantly limit impact fees on accessory dwelling units.
- AB 68 (Ting) - Reduce barriers to accessory dwelling units approval and construction.
- AB 1763 (Chiu) - Give 100 percent affordable housing developments an enhanced density bonus to encourage construction.
- Advocated for a higher Regional Housing Needs Assessment number in Southern California.
- Created a subcommittee on affordable and workforce housing to focus on the "missing middle" housing that is desperately needed in 2020, and will co-host an accessory dwelling unit housing summit with the Bay Area Council in the new year.
We will continue to engage in local, state and federal policy discussions as well as ballot initiatives in the upcoming elections.
