Final Month of the State’s Legislative Year

This year marked the start of a two-year legislative session, which meant tighter deadlines for two-year bills that had been idle the year prior. As the state's legislative year heads into its final month, the Chamber hit the ground running in advocating for the issues affecting our members and community, by voicing concerns over supply chain issues, highlighting limited procurement opportunities for small businesses, and other pressing legislation.

Los Angeles is the nation’s premier gateway for global trade and home to the largest container port in the Western Hemisphere. Our regional, state, and national economy depend upon a strong infrastructure which connects supply chains and reliably transports goods and services across borders. The Chamber advocated for state funding at our ports and corridors to support infrastructure projects. Further, we signed a coalition letter requesting Governor Newsom to provide truck drivers flexibility on AB 5, independent contractor law, to help ease supply chain issues.

Other important legislative highlights include our support of: 

  • SB 1262, which would allow the use of certain information to be requested through the background check process which had been undermined by a recent court decision in Riverside County. SB 1262 is currently pending a vote on the Assembly floor.  
  • SB 1338, which establishes a new pathway in obtaining a court-ordered mental health plan, also known as CARE Court. This bill is currently located in the Assembly Appropriations Committee.  

In addition, we successfully stopped AB 2840 the “Warehouse Ban” in the policy committee process. The bill would have limited any new or expansion of warehouses.

The legislature will reconvene on Monday, August 1, 2022. Currently, there are over 840 bills set to be reviewed between the two fiscal committees that week. The legislature will have until August 31, 2022 to finalize items. The Governor will then have until September 30, 2022 to sign or veto bills. The Chamber will keep a close watch on legislation which will affect our region's businesses.
