LOS ANGELES AREA CHAMBER OF COMMERCE NAMES CARLOS SINGER AS NEW CHIEF OF POLICY

LOS ANGELES, CA – February 24, 2025 – Los Angeles Area Chamber of Commerce President and CEO Maria S. Salinas has appointed Carlos A. Singer as Chief of Policy.

With extensive experience in policy, law, and communications, Singer will lead the development of the L.A. Area Chamber’s public policy framework, advancing its mission to drive economic growth and opportunity. He brings a wealth of expertise across sectors.

As a litigator, Singer provided strategic counsel and advocacy for corporations, nonprofits, government agencies, and individuals. His practical, results-driven approach to policy was shaped by years in public service, including senior roles in the City of Los Angeles—Chief Legal Counsel for former Mayor Eric Garcetti and Deputy Legal Counsel for former Mayor Antonio Villaraigosa—as well as Deputy Legal Affairs Secretary for Governor Gavin Newsom.

Most recently, he led government affairs for the Los Angeles Philharmonic, further strengthening his expertise in policy, advocacy, and civic engagement.

He will report to Salinas, who emphasized Singer’s role in advancing the Chamber’s mission to drive prosperity for the regional business community.

“Carlos’s track record of success, extensive experience in government, and creative approach to problem-solving make him an invaluable asset in helping Chamber members seize opportunities and safeguard their interests during a time of profound change,” said Salinas. “I am confident he will be a dynamic leader whose impact will be felt quickly.”

L.A. Area Chamber Board Chair George L. Pla echoed the enthusiasm for Singer’s appointment. “It’s exciting to welcome Carlos at a time when government advocacy is critical to maximizing opportunities for our members,” said Pla. “We are eager to deliver results that empower businesses to create jobs, bring new ideas to the marketplace, and drive innovation and prosperity throughout the region.”

“The Chamber is an outstanding organization filled with dedicated individuals committed to improving lives across the L.A. region, and I’m honored to join at this historic moment,” said Singer. “The coming years will define who we are as a community. We will recover and rebuild from natural disasters, prepare to host the FIFA World Cup, Super Bowl, and Olympic and Paralympic Games, and confront the housing and homelessness crisis. The business community will play a central role in meeting these challenges, and I look forward to working with Maria S. Salinas and my colleagues to strengthen the Chamber’s role as a trusted civic partner and amplify our advocacy on these critical issues.”

Before his government service, Singer was a litigation partner at Huang Ybarra Singer & May LLP and Willenken LLP and an associate attorney at Quinn Emanuel. He has served on several nonprofit boards and as a commissioner for the Los Angeles Board of Library Commissioners and Cultural Heritage Commission.
