Single Payer Healthcare Bill Fails to Pass 

On Monday, the Assembly and Senate convened floor sessions and voted on several key bills on which the L.A. Area Chamber has been advocating. Legislation included AB 1400 (Asm. Kalra), which would have created a single-payer health care program known as CalCare. The Chamber opposed this bill because it would have resulted in hundreds of billions in new taxes on all Californians and businesses. The bill failed to garner the necessary votes to be considered on the floor. As a result, AB 1400 is not advancing. 

One bill that did advance is AB 257 (Asm. Holden), which passed and is headed to the Senate. This bill seeks to establish the Fast-Food Sector Council and tasks that council with conducting a full review every three years to set standards for health, safety, and employment at fast food restaurants. AB 257 makes a franchisor jointly liable for any penalties or fines incurred by the franchisee, which would disproportionately affect entrepreneurship in neighborhoods which are predominantly of color. The Chamber will continue our strong advocacy.

L.A. Area Chamber Testifies Against SCAQMD’s Indirect Source Rule

Chamber staff testified at the South Coast Air Quality Management District’s (AQMD) Marine Ports Committee and Community Consultation meetings, urging them against developing an indirect source rule (ISR) on the Ports of Long Beach and Los Angeles. The Chamber provided testimony during the Board meeting on Feb. 4 requesting AQMD to remove the preapproved authorization on ISR and to recommit to a good faith negotiation with both ports. The ISR would put a cap on port activity, and significantly affect the supply and flow of goods nationwide.
