L.A. Homelessness Count Volunteers Needed

The Los Angeles Homeless Services Authority (LAHSA) seeks volunteers for its 2024 Greater Los Angeles Homelessness Count, which will be performed on January 23, 24, and 25. This is an opportunity to take an active role in the fight to end homelessness and help collect the necessary data to allocate resources where they will best serve the community's needs. L.A. County Treasurer and Tax Collector Updates

The Los Angeles County Treasurer and Tax Collector (TTC) released an update on property tax collections for the first installment of fiscal year 2023-24, which came in at $13.87 billion. Fortunately, this collection of funds is on track with last year’s pace for revenue. These funds are crucial to maintain County programs and operations so all residents can thrive. The Assessor’s office has also worked to modernize and streamline its digital service platforms for taxpayers. Simplified collection processes are now centralized via the modern e-Service Account. Chief Moore Announces Retirement

LAPD Chief Michel Moore will retire at the end of February 2024, according to an announcement from Mayor Karen Bass. He was appointed in 2018, and his retirement marks the end of a 42-year career of service in law enforcement. The Mayor announced a nationwide search for a new Chief of Police to provide fresh leadership in anticipation of major events and ongoing change in the coming years. The Chamber looks forward to contribute to the search process. Partnerships with law enforcement are important for crime prevention strategies.

 

California Governor's Budget Seeks Delays and Deferrals

Governor Gavin Newsom released his proposed state budget as California faces a projected budget deficit of $37.86 billion, a different estimate than previously reported by the Legislative Analyst Office. This year, the Governor’s budget maintains investments into addressing the homelessness crisis with an emphasis on accountability, mental health reform, public safety, TK-16 transformation and career education, California’s Climate Commitment, and maintaining California’s economic dominance. Due to the deficit and delayed tax collections, the Governor’s budget seeks to tighten funds through delays and reductions. The budget also seeks to utilize delays and deferrals on transit capital, facilities grant program, UC and CSU compacts, and CAL HHS housing and clinic grants.

 

POLICY & ADVOCACY

Transportation Committee Considers Mobility Plan

On Wednesday, the L.A. City Council Transportation Committee heard motions on the implementation and progress of the Mobility Plan 2035. The plan, originally approved in 2015, proposed hundreds of miles of new bus-only lanes and protected bike lanes, as well as sidewalk and streetscape enhancements. The Chamber is monitoring the motions, and will continue to advocate for all modes of safe transportation and mobility.

Chamber Opposes Duplicative Digital Discrimination Motion

On Friday, the Chamber testified in opposition to the Los Angeles City Council’s Digital Discrimination Access motion. While the Chamber advocates internet and broadband access for all, this motion duplicates the FCC’s current Federal Digital Discrimination Act. The motion is redundant and given the City’s projected budget deficit, we are concerned that the program will not be implemented successfully. The Chamber will continue to oppose this motion as it advances through the council process.

Moulton Niguel Water District Enters MOU with Denmark

In a significant milestone, our Board member Moulton Niguel, entered into a Memorandum of Understanding with Aarhus Vand, a renowned Danish leader in water sustainability and technology. The agreement marks a momentous collaboration in sustainable water management and technology innovation. This partnership traces its roots back to the inception of the 2017 Water Technology Alliance between California and Denmark, facilitated by the Denmark Trade Council. The MOU signifies the ongoing success of this alliance, fostering the exchange of invaluable knowledge and technology among water sectors.

Secretary of Commerce Announces Schedule to Expand Opportunities for Diverse U.S. Exporters

Commerce Secretary Gina Raimondo unveils the 2024 Event Schedule, part of the Global Diversity Export Initiative, promoting opportunities for diverse U.S. exporters. The schedule includes global trade missions, emphasizing connections for businesses, especially from underserved communities. Raimondo highlights exporting benefits, aligning with the Biden-Harris Administration's focus on equitable economic growth. The series addresses obstacles in international sales growth for diverse businesses, and the initiative aims to boost job creation and revenue while supporting small businesses and underserved communities.
