Mayor Bass Lifts Downtown Curfew

On June 10, Mayor Karen Bass implemented a limited curfew in the downtown area in response to unrest following last week’s ICE raids. The curfew aimed to protect offices and businesses from agitators who exploited the situation to commit looting and vandalism. After briefly reducing the curfew hours, Mayor Bass lifted the order entirely following a significant decline in criminal activity. She affirmed her commitment to the safety and vitality of downtown neighborhoods and businesses while reserving the authority to reinstate a curfew if necessary.

 

Tourism Alliance Pushes Back on Proposed Wage Hike with Referendum

In response to the city’s plan to raise wages for certain hotel and airport concession workers to $38 by 2028, the Los Angeles Alliance for Tourism, Jobs, and Progress has launched a referendum effort. Citing concerns that the increase could further strain the region’s already challenged tourism sector, the Alliance is seeking to place the issue before voters in the next city election. Meanwhile, Unite HERE Local 11 has introduced a separate ballot measure that would raise the minimum wage for all workers in Los Angeles to $30 by July 2028. The Chamber has endorsed the referendum effort.

 

Construction on Convention Center Expected to Begin September 2025

This week, the Economic Development and Jobs Committee reviewed and filed the City Administrative Officer’s latest report on the modernization and expansion of the L.A. Convention Center. The city is advancing a phased approach, aiming to complete key project components ahead of the 2028 Olympic and Paralympic Games. The Chamber provided public comment in support. Negotiations are ongoing with AEG Plenary Conventions Los Angeles, the joint venture overseeing the work. Construction is expected to begin in September 2025.

 

L.A. County to Study Economic Fallout from Immigration Enforcement

The L.A. County Board of Supervisors unanimously approved a resolution by Supervisor Hilda Solis directing the Department of Economic Opportunity to assess the economic impact of recent immigration enforcement actions. This initiative marks a significant step by county leaders to quantify the fallout, particularly in immigrant-dependent small businesses, identify affected neighborhoods and sectors, and develop support strategies for displaced workers and entrepreneurs. The Chamber will closely monitor the study to better understand its implications for the regional economy

Final Report on AI Released by State Policy Working Group

The Joint California Policy Working Group on Frontier AI, convened by Governor Gavin Newsom, has published its final report: California Report on Frontier AI Policy. Incorporating public feedback from the March 2025 draft, the report outlines a policy framework that aims to balance essential safeguards with the need to foster innovation. Senator Scott Wiener’s (D-San Francisco) office is currently reviewing the recommendations to determine which to include in his AI legislation this session, SB 53. Meanwhile, at the federal level, a provision is under consideration that would prohibit state regulation of artificial intelligence for 10 years as part of the administration’s tax and spending bill.

Through free business consulting, access to grants and loans, and technical assistance, including accounting and legal guidance, this initiative is designed to help small businesses rebuild and stabilize operations. LISC LA: Fueling Entrepreneurs Grant

Small businesses in Los Angeles County can now apply for the Fueling Emerging Entrepreneurs (FEE) Grant Program, which offers $5,000 flexible-use grants to support business growth and resilience. Funded by LISC LA and BMO, the program is open to entrepreneurs in historically underserved communities, including Carson, South Gate, Inglewood, Long Beach, and others. Selected businesses will also benefit from coaching, promotional exposure, and a supportive peer network. Apply by July 31 here.

Sidewalk Vendor Formalization Grant

The L.A. County Small Business Mobility Fund offers grants ranging from $500 to $5,000 to help sidewalk vendors in unincorporated areas cover costs such as permits, equipment, and certifications. This fund supports vendors as they transition into the formal economy under the County’s Sidewalk Vending Ordinance. Round 2 applications are now open and close on June 27.
