Mayor Signs Wage Ordinance Amid Business Concerns

Mayor Karen Bass has signed a wage ordinance that imposes a preferential pay increase for select airport and hotel workers in the City of Los Angeles. By 2028, many of these employees will earn up to $38 per hour—an amount far exceeding typical wages for similar roles across the city. While framed as a “living wage” initiative, the ordinance reflects a broader policy shift that raises serious concerns for the future of the regions' tourism sector and the broader economy. L.A. Area Chamber President & CEO Maria S. Salinas called on the Mayor to veto the measure, urging a more balanced approach. Despite its passage, the Chamber will continue to advocate for equitable wage policies that promote economic growth, protect jobs, and keep Los Angeles competitive.

 

L.A. Delegation Joins Shanghai Trade Forum

This week, Shanghai hosted the International Friendship Cities Cooperation Forum, highlighting global trade collaboration and city-to-city partnerships. Delegations from Europe, Latin America, and across Asia gathered for dialogue and exchange. Deputy Mayor of International Affairs Dilpreet Sidhu (Office of Mayor Karen Bass) led the City of Los Angeles delegation, which also included L.A. Area Chamber President & CEO, Maria S. Salinas, Christine Peterson, and Olivia Zhang from the World Trade Center Los Angeles.

 

L.A. City Council Votes to Extend Homeless Emergency Declaration

The L.A. City Council voted 13-1 to extend the local emergency on homelessness, originally declared by Mayor Karen Bass in 2022. While the extension keeps streamlined housing and service efforts in place, City Councilmembers also called for a 30-day report on how to responsibly phase out the emergency status in the future. Chamber Hosts BLS Commissioner for Economic Policy Discussion

This week, the Chamber welcomed U.S. Bureau of Labor Statistics (BLS) Commissioner Dr. Erika McEntarfer for a discussion on the impact of tariffs on consumer prices and international trade. Dr. McEntarfer emphasized the Chamber’s important role in supporting labor market growth and underscored the value of BLS inflation data in helping businesses assess rising costs. She also highlighted the need for regional investment in existing assets to strengthen emerging sectors and build a resilient future workforce.

 

POLICY & ADVOCACY

Save the Date: Proposed Rule 2304 – Commercial Marine Ports Meeting

The South Coast Air Quality Management District (SCAQMD) will host a working group meeting on June 5 at 10:00 a.m. to discuss implementation and enforcement of Proposed Rule 2304 (Port ISR). The meeting will include updates and revisions to the preliminary draft rule. The Chamber encourages members to attend or submit feedback to SCAQMD staff. We remain opposed to the rule and continue to advocate for infrastructure investments that support the ports’ transition to zero-emission operations.

Port of L.A. Shows Strong April, Braces for Slowdown

The Port of Los Angeles moved 439,230 loaded import containers in April, up 5% from last year, contributing to a 14% year-to-date increase. However, officials warn of a projected 35% cargo drop starting next week due to rising U.S.-China trade tensions and paused retailer shipments. Learn more here.
