City Council Misses Critical Window on ULA Reform
Despite months of advocacy from a broad coalition of housing, labor, and business groups, the Los Angeles City Council last week failed to place a Measure ULA reform measure on the November 2026 ballot. The deadline has now passed. The result is another missed opportunity to unlock thousands of stalled affordable housing units, restore construction activity, and bring relief to renters facing persistently high costs. The Chamber is disappointed by this outcome and remains committed to pursuing reform through every available avenue. Read our full statement here.

On June 26, the City Personnel and Hiring Committee advanced proposals to expand the Office of Wage Standards’ enforcement authority and increase funding for the Bureau of Contract Administration. The Chamber opposed the recommendations, citing concerns about implementation costs, expanded subpoena authority, due process protections, and employee privacy. The Chamber will continue to monitor the proposal and urge full City Council review before any final action. Read more in our Policy Update.

The Office of Management and Budget has proposed changes to the federal financial assistance process that could significantly impact higher education institutions, nonprofits, and businesses that receive federal funding. The Chamber has raised concerns about expanded termination authority, reduced merit-based review, and changes to regulatory procedures. Members are encouraged to review the proposal and submit comments before the July 13, 2026 deadline to support a transparent and predictable grant process.
