L.A. City Council moves on DWP rate increases
This week, the L.A. City Council approved a five year Los Angeles Department of Water and Power (DWP) rate increase for both water and power. The Chamber board had voted to support the increases because the expenditure plan proposed by the Department met the list of priorities the Chamber laid out for infrastructure investments. The Chamber also urged that all the funds go towards infrastructure and not be subject to the current General Fund transfer. That issue was not addressed by the Council this week, but the Chamber will continue to urge that action during the DWP governance reform discussion.
BOTTOM LINE: Infrastructure investments will benefit from approved DWP rate increases.

Chamber supported MCO tax package gets bipartisan passage
The Chamber joins the California Hospital Association in applauding the bipartisan passage in both the Assembly and Senate of the revamped Managed Care Organization financing package. The reformed funding program will stabilize the state's General Fund costs for Medi-Cal and provide much needed funding for hospital-based skilled nursing facilities as well as programs that support the developmentally disabled.
BOTTOM LINE: MCO financing package will benefit all Californians.

Connecting early education advocates with leading national expert
Last Friday, the Chamber joined the LA Partnership for Early Childhood Investment and First 5 LA to host a luncheon with Jack Shonkoff, MD, director of Harvard University's Center on the Developing Child. The Center's work brings cutting-edge science to bear on public policy impacting young children. Shonkhoff offered insights on the center's research showing risk factors in early childhood affecting brain development in young children and how those changes can have dramatic lifelong consequences.
BOTTOM LINE: The Chamber promotes early childhood public policy that aligns with cutting-edge science.

Sign up for tax credit webinars
The Governor's Office of Business and Economic Development (GO-Biz) is hosting several free webinars in March for businesses interested in applying for the California Competes Tax Credit. Applications are being accepted from March 7 - 28. There will be at least $81 million in tax credits available for businesses that are expanding and adding jobs in the state. Businesses of all sizes are encouraged to apply. APPLY TODAY.

WTW education program kicked off by LAWA director
On Monday, Los Angeles World Airports (LAWA) Director Deborah Flint kicked off a World Trade Week (WTW) educational program at the Flight Path Museum to discuss careers in international trade. Hosted by the WTW Education Committee, in partnership with LAWA, speakers included representatives from LAWA, FAA and U.S. Customs & Border Protection, who briefed students on selecting a career in this field and necessary skills.

SAN PEDRO WATERFRONT MAKEOVER PLAN REVEALED
According to the Los Angeles Times, developers have provided details for the makeover of San Pedro's Ports O' Call and the plans include restaurants, fresh markets, retail shops, and small offices. Development is expected to begin in 2017. Read the L.A. Times article.

Without a life-changing opportunity from Homeboy Industries, 30-year-old L.A. resident David Andrade said he would "sell drugs or go back to the street." Instead, Andrade, released from prison in 2013, works full-time as the assistant program coordinator for the company's Solar Panel Installation Training and Certification Program. Read his story.
