Juana Hernandez, L.A. Compact’s senior manager of higher education, moderated a session at the Collective Impact Forum in Chicago on the importance of engaging the public sector in order to make real headway in addressing complex social change. "Driving Public Sector Systems Change: Lessons from Los Angeles County" focused on the impact of the Foster Youth College Advancement Project (FYCAP) as a case study on how to successfully engage and leverage the support of public sectors, specifically the Department of Child and Family Services (DCFS). Hernandez presented alongside Jessica Petrass of John Burton Advocates for Youth, Jeannine Balfour of the Conrad N. Hilton Foundation, and Roxanna Flores-Aguilar of DCFS. Demonstrating the effectiveness of collective impact, Petrass explained how FYCAP was able to partner with DCFS. "We asked groups if they wanted to partner. We weren’t telling them what to do. It was a coalition of the willing."
